Five children sit around a dining table. Instead of “mum” and “dad”, they say “Mrs. Wagner” and “Mr. Gerecke”. In this ephemeral semblance of a family, between parental love and the bureaucracy of youth welfare services, social workers do everything they can to create a home for children.
