Ercolano, on the outskirts of Naples, is plagued by corruption, dysfunctional public services and record unemployment. Many of the leaders of the old political class found themselves before the courts. In December 1995, Luisa Bossa, elected mayor, showed her determination to re-establish the rule of law.
