A group of scholars in Illinois expose the judicial system’s failings regarding the death penalty to Republican Governor George Ryan, who then reconsiders his beliefs. A few months before leaving office, he finds himself facing a no-win situation in which he can ignore this report or fight for an extensive reform of the system, thus damaging his political career.
