The film focuses on an analysis of the mechanisms of conditions and education `el càrcel del pueblo`, social housing in Madrid, architect Sànz de Oizà, the people call it `the prison of the people`. The film is oriented towards an analyses of the mechanisms of the conditionnement and of the education. The mechanisms of power manifest themselves in the architecture and in the hierarchic organisation of the institutions. This conditions the individuals and leads them to selfdiciplination. Two situations in the film: A bankbuilding, contemporary archi-tecture with one part plain walled and another part with mainly glas elements; transparent. Interviews with the architect and two employees in the cadre-positions tell about the conditions and the work situation in this building. Similarly function the mechanisms of the social devices of the state: They serve also for the surveillance of the inhabitants of a slum in Marseille, France. The resettlement of these people who are decendents of travelling people (decendents of 'gipsies' and berbers) into suburb housing. The travelling people live in the slum called 'campagne fenouil' near Marseille, France, since the 60-ies.
